Policy Sovereignty

The tenant owns its intermediate representation, its audit history, and its compiled configuration. Export-and-walk-away is a first-class operation, not a contractual concession. Every other commitment depends on this one: an institutional buyer that does not own its own governance artifacts cannot be governed by them; an audit trail that cannot leave the platform is not an audit trail; a configuration that cannot be inspected outside the runtime is not a configuration.

Institutional Governance

The authority chain is the tenant’s own. The compiler does not sign for you. Approvals follow the tenant’s existing chain of command — chief investment officer, chief compliance officer, investment committee, board — not a chain we invent or impose. Cooling-off windows, materiality thresholds, escalation paths, and signing identities are all configured to the institution’s own governance documents.

Self-Funding Economics

The platform pays for itself, or you do not pay. The three commercial primitives — a Capability Transfer Fee paid from verified savings, a Policy Maintenance Subscription replacing an existing consulting line, and an optional and capped Outcomes Override — are constructed so that no Dartmouth engagement raises the operating budget of the institutions we serve.

Permanent Ownership

The governance artifacts compiled during an engagement are yours, in open formats, in perpetuity. Engagements end. Ownership does not. Policy intermediate representations, compiled configurations, signed change histories, and the underlying audit chain are exported in machine-readable, open-format files at the close of every engagement and on demand during the engagement. Dartmouth retains no right to interpret, license, or constrain the use of your governance artifacts after the engagement.
